villain was unknown
should i shove the river for value ?
if he would shoved the river i would have folded

Turn and river are ugly. Not because of the possibility of a straight, but because of the possibility that villain might got a better 2 pair.
It really depends on the opponent. Against bad players i would shove, against agressive bad players i might c/raise the river, to give him the opportunity to bluff or to make a slim "valuebet". Against a tag i would c/f, since i think he might have a set or a better 2 pair.
Against unknown i would bet a little bit smaller on the turn, because i never overbet ( excluding a shove on the river) and blockbet the river.
