I would never have guessed MP2 had higher pair as he played so passively. Was I justified in continuing to bet? Maybe he thought I had a Q, but then surely he should have 3-bet pre-flop & raised flop?

nh. you played the hand well. he played it horrible...
flop is a very easy continuation/value bet (plenty of worse hands will call). the Q on the turn makes a Q in his hand less likely -> easy bet
9 on the river changes nothing -> bet/call river

there is abolutely no way you can put him on a big pair. take a note that is an idi... err... a very passive player :)
