I think unknown can raise AQ/KQ, FD, so shoving is best, but vs this tight opp, is it better to just muck it, because he's having set here too often?

Hello Oly0909,

As long he is so passive you will most of the time face a very strong hand there. Therefore it's rather a Bet/Fold.
