bad flush draw on a paired draw with bad odds. seems like an easy fold. your 2nd pair is garbage, hes not bluffing

A guy with that VPIP can have anything at this point including lower pairs, other dominated draws, etc especially when he calls out of the blinds. I think calling one is good..I imagine we get to showdown quite often even if we don't improve
yeh my thinking is that hes got a 0.7 AF so hes not going to bet 2/3 pot without vlaue, but it cant be that bad to call 1 and evaluate. guess the sample size is really small
