Push or Raise

I know the following is a push under ICM. My question is with 2 shorties does it make sense to raise into the big stack and fold to a push? Would the play be the same at all stake levels?

push for sure.

you have 2 shorter stacks so you don't want to raise and fold to a shove from big stack.

Well played. Bit deeper I don't mind to minraise-fold versus BB. Especially, if I don't expect him to abuse much.

Given the level of play and knowing that most players are weak/passiive I would be pushing that any day.
