66 hit set on turn, tricky river spot

Very early on (4th hand) all players are unknown to me. Range wise i would be putting him on medium to small pocket pairs maybe suited connectors, but difficult with it being only 4th hand and no reads.

With no reads, I would fold river.

Imo, in general when he leads turn into 4 PPL high % of the time he would have a 4x type hand ( 45s, A4, 44).

Is his line correct on the river? If he does have a straight, surely a value bet of around 450 would be better, especially as we are 3 way on river, is his river shove the best way to extract value on river?

It all come to what % of the time he thinks different bet sizes would be called.
