Would a better line be bet flop, b/f turn c/f river?
My plan was to bluffcatch one street & fold to a river bet, but since he bet so small I thought calling was fine

Correct, rather bet yourself on the turn and protect your hand. You might even get value from draws. :) But as played on the river well, a lot hands got there, what do you beat? :P
