It really depends on his stealing range here + the gap between his raise/calling range and meta you have. With no meta, I would usually shove any pair, any suited Aces, ATo any suited and strong broadway, some 89s, 9Ts, k7s, Q8s, J8s+. Vs fish- I would be much tighter and 3bet for value mostly.
