Nash equilibrium is the best strategy only against the best strategy. Now this might sound a bit confusing at first, but what it basically is, is a balance point (an equilibrium) what everyone needs to play in order to get the best results if everyone is playing Nash and only then.
So, if there are 2 players involved, then it is the best strategy if we take into consideration the other persons strategy, who will also play the best strategy as he also takes into consideration our strategy.
If one player calls an all-in significantly looser than his Nash range then our Nash push will become -EV very quickly. We always have to adapt to our opponents. Using a Nash range as a starting point is a good idea because it is easy to get from calculators, but you have to be aware that this ranges can be tightened on several occasions and loosened on even more occasions.
It is not the same as an "unexploitable" shove, where your shove will be +EV regardless of what your opponent calls you with (any pocket pair for 10bbs BvB for example).
Also note that while I said that it's the "best strategy" against the best strategy, it doesn't necessarily mean that it's good. What I mean by that is that if everyone was playing Nash in poker then noone would be winning anything - all decisions would sum up to 0 in EV and everyone would lose to rake. Still, if everyone would be playing Nash then the best (the only) way for minimizing our losses would be playing Nash, because with every other strategy we would be losing.
