Bet smaller preflop when stealing. I bet 3BB, but 2.5 is also acceptable. The smaller your bet, the less the blinds need to fold for you to make an instant profit. There's almost no difference in fold equity between 3BB and 4BB, but if you bet 3BB to win 1.5BB, you win an immediate profit if you get folded to 67% of the time. If you bet 4BB to win 1.5BB, you only win an immediate profit if you get folded to 73% of the time.
Flop is fine. Standard bet-size, and you're always c-betting that board in this situation no matter what you have.
Agree with above about bet sizing. From the button, I make it 2.5x but 3x is fine too. 4x is just too much unless you're UTG or maybe MP. CO and BU should be 3x in my opinion.
Anyways, you can make the standard cbet or mix it up and check behind on this dry board. He may make a small bet to try and steal it on the turn with his Jx or as a total bluff. If he checks again then you can make a delayed cbet. I will cbet that board 100% of the time with my bluff hands though. I just think you may get one street from him by checking behind sometimes.

You could easily Check behind here as well on the flop but overall I don't mind your CB while there are still some draws/weaker hands which may pay you even.
