I doubt standard tag very often 2nd barell as a bluff or weak semi-bluff in 3 bet pot (on nl 50)
so, imo, calling soesn't make much sense
as he'll c/c most of the turns

I think you played it fine. The guy just had nothing and made a cbet.
Raising the flop is the only possibility to get tptk all-in on the river I think.
Call on flop raising the turn looks much stronger and tptk will fold there most of the time.
Also if the guy had an overpair here he would raise. If you just call here too many cards will kill your action, every ace or king (if he has queens) or any heart.

Well, he often didn't have much, but its not played well. Raise less or call hoping to get a second barrel. You don't want to bet so big and produce too much fold equity.

I don't know, I think the raisesize is fine. You have enough money behind so he can make a move if he wants to and I think he raises as a bluff as often to a 27$ bet as he raises to a 20$ bet.
If he has a strong hand (TPGK+) we don't have to worry anyway.

We can also consider to slowplay here, because very often, lowstakes players either have nothing really worth to play with on that board or they have an overpair, which they will fire again on the turn.
