Preflop: Kinda questionable already here if we should 3 bet it and if we can do it for value. Also if you do 3bet then at least vs 3bb do it like 4x and not give him great odds to Call.

Postflop: Assuming that his calling range is more often stronger then Checking behind is fine. Although myself I would most likely CB it while we also have position and backdoors and even overcards as outs. We do it also for the reason that we are very often getting a free card for the river.
