Hello DeMarcohsp,

Instead of betting so small on the turn I would just go for bigger bet right there and would be practically committed on the river. But as played both options are going to be fine. Even if you Call there you wont make a mistake cause this guy may still bluff there. To give a correct move would need to know a bit more about the guy.

The problem here is that he still has 89 which completed and also some J:dX:d hands which completed there. Often times those loose guy ain't showing aggression either until they hit.
