i would never jam, the question is whether to call or fold.

its unlikely he has QQ, so the only hand he is representing that beats you is 77/A9/97/Q9 or MAYBE 55. i think i would call this raise on the river because he can still value-raise a hand like J9 here and there is the chance he is bluffing with a missed flush draw. the odds are really good for you when he makes it this small, i would have a harder time calling a shove.
