His low 4bet size is awkward, should I just call?
that's 20BB in already. TT's playability is poor and you should just get it in. If his 4bet is to something like 18BB or less I would consider calling (since the value of taking down the dead money decreases).
Against smaller 4bets I prefer to have a bluff 5bet range and then just merge everything. So if he raises to 12 you make it 44 and he makes it 100 I would make it 180 some of the time and call it off.
Really really standard giving the description, would feel pretty happy about it and expect him to adjust accordingly and start 4b/calling wider so yeah just a cooler if we're beat here given game dynamics and description.
vs 25% opening range to 3bb you should 3b/5b TT as default
If he opens 20% to 3bb or minraises 25% I would consider just calling preflop.
His 4bet sizing is a bit small which should allow you to call a lot of your non 5bet hands, but TT remains a jam.
