I would treat that as all-in. He probably just has some shortcut to bet 3x and is lazy to click more buttons. And vs fishy player all-in I'm not folding A9s here.

Btw, I saw your post on TableNinja forum today. Did you get it working again?

I would treat this spot pretty much other way around. Versus reg I am happily calling, because somewhat competent player would understand he can shove with wide range here. Versus passive fish this is much closer spot, because I can see this sort of player taking limping line with weak Ax or some K8s etc. as those hands might not be strong enough to raise (from fish eyes), but he might still want to see a flop.

I would say both folding and shoving are ok.
