But what else to do? Could maybe fold OTR?

looking at his AF stat and villain being a major fish i would always call down on this dry board 100%, not like he was potting every street which would look way more polarized in which case i'd still would have called downed. Fishes dont need TPTK to do this kind of play. wouldn't be schocked to see a hand like QJ ,or worse jx and even middle PP.
