Preflop: looks good

Flop/turn: both look fine

River: It's true that he can do it for value (and block bet in some cases). All draws missed so it's hard to assume a guy like this would bluff.

The range you gave him looks fine and some of these guys may donk (occasionally) TPTK (AJ) as well. I wouldn't expect him to slowplay too many QT hands unless it's QTcc.

On the river we also should not raise because it's hard to get much value as these types of players may fold hands we beat like TP or overpair (or even 2p).
