Considering UTG posted a blind from UTG then we can assume that he is a fish. So, I'm OOP with 2 fish. As I have no fold equity pre-F then is it still profitable to raise 40 c?

Your hand is way ahead of KQ. Big mistake not to isoraise here. If UTG folds right away we get to win a free pot of 25 cents which is also great. I raise to 50cents here.

mbml, do you cbet such low connected boards? what sizing and why? if you get called, how do you judge villain's F calling range? do you attack such range with 2nd barrel bluff?

I like to cbet low boards cos people don't play low cards as often as middle or high cards.

HOWEVER

this is a wheel board. Ace high is never folding. And people love playing AX hands preflop. Thus, this should always be a check/fold with KQ.

If the board was 456, I could find more reasons to cbet this especially with a one card backdoor flush draw like we have here with the Q of hearts. But on a higher board like 678, I would still give up anyway.
