I would probably tend to bet closer to pot size on a flop like this, something like $0.48.

As played, I don't really like a call. He's basically going to show up with stronger aces, sets, two pairs and strong draws a lot of the time. We need well over 50% equity to call here, and we definitely don't have that. I don't really see him shoving anything worse than a very strong draw here. You will probably end up with 39-40% equity, which isn't remotely enough to make a profitable call here.

Your top pair may certainly be ahead here, but even a hand like QsTs has like 46% equity against you, so you're not even that far ahead of most draws. I would make a pretty easy fold here.

Flop: I agree with Tino that hear we can easily bet larger for value/protection.

While villain can shove better he can also shove many worse, considering the stack size. We need roughly 35% equity to call here (if we bet larger we need less equity to call as we need to put less money in).

What range do you think he is shoving? I recommend using poker equilab here
