In my opinion for a 2nd barrel you either need reads/stats on the opponent that he rarely folds to a cbet, and VP$IP would help here too to put him on a range.

Without information about the opponent I don't like to make a 2nd barrel.

Against an unknown at NL10, it's better not to get fancy; 2nd barrels will be called too often, so just stick to betting with strong hands.
