Preflop I'd be more inclined to fold and the fact that CO is very loose and he might call us or 3bet us makes the decision easier.
Remember - position + initiative = profit.

Betting the flop is fine.
It is quite dry board, and also we have gutshot and two overcards.

Bet/folding the turn is standard here.
We have worse hands to take value from (Qx/9x/gutshots/KT) and when he raises I really doubt that he makes it with worse since call flop raise turn is rarely a bluff.
