If I understand correctly FE=fold equity (had very long break from poker, basically I'm new)?
So maybe I could make villain fold some Jx, not sure if he would play small pocket pairs like that at this limit.

Yes FE = fold equity. In essence we have Q high on the turn so we are looking to semi-bluff.
The premise of a semi-bluff is that we bluff with equity (chance to improve to the best hand). Bluffing implies to we can opponent to fold a better hand.
Considering how the turn is a pure blank I do not think we have this FE required without betting the river (hence my question). So in spots like this, if you bet the turn you also have to bet rivers often (when not hitting) unless you play against a calling station.
