Ipf 3b is fine. Call could be fine too esp if u are in bu.

As for postflo play, i can hardly see any ax in his range which can call down 3 streets. U should consider making small size either on turn or river and hope he spazzes.

Yes this is an imbalanced and exploitative play. But if u have no dynamic vs villain i dont see how he can call turn and or river with a hand like qq or jj

so probably i should take a better line like :
flop - bet 3/5 pot
turn - bet 4/7 pot OR checkcall
river - Check/fold OR if he checked back the turn then i bet here for value against Ax or herocalling JJ QQ

would that be a better line to take? or how should i do it?

Firstlt he is tight preflop. Lets assume he is solid post.

Would u agree that such a player is nv calling qq or worse on the turn? So betting more than halfpot getsno value at all (unless u think he floats the flop with hands like AJ and AQ). I rly doubt it.

So ur other two options are to check or bet really small. Im fine wih checking turn and calling two bets. Let him turn his TT into a bluff if he has it.

i agree with QQ or worse not calling on the turn. I fail to consider that when in game i guess.
a question : why do you doubt that he has AJ AQ on the turn? is it cause of the preflop cold calling 3bet range doesnt include much AT+ or is it cause his AJ AQ is unlikely to call a c/bet on the flop?

letting turn his TT into a bluff sounds good =D

I just feel that hom being tight and both of u not hsving dynamics makes it very jnlikely for him to float the flop so wide.
