He doesn't seem too competent, judging by his stats.

Flop: I decide to put in a minR just to start building the pot, I figure no need to raise more because it's not a dangerous board.

When he 3bets me, should I just call here? I am thinking I want to get it in vs him before he gets scared on future streets.

Am I being too optimistic thinking he can do this with KT, maybe even AA?
Should I fold my bot set? Maybe play it more passively, like only call his flop 3bet, and c/c? I figure stacks get in anyway..
Vs a decent reg I would certainly fold, but vs him..?

Minraise here is silly. Your pot doesn't require a minraise building. Raise big, shove turn or call flop, your minraise doesn't help with leveraging stacks. I prefer leading there.. sure CO cbets a lot but when you check/raise he folds too many hands. I would bet big and go from there. KT, TT and KK get stacks in anyway, I want to keep in as many weak hands as possible. I think that outweighs the one bluff cbet you gain when check/raising.
