First... Is this hold'em or any other variant? 
Is this fixed limit, no limit or are these SNGs?
Are you playing full ring or short handed?
And I'm sure you can find starting hand chart for every kind of games stated above Answer is there.
It's all situational, there is no right or wrong play given the circumstances you gave.
Although it's probably always a fold UTG.
