villain is playing 18/14/11 over 100 hands... He 3bet me twice CO vs BTN, so i elected to call... Fold otr? Fold pre?

I think I would also call PF given it is CO vs BTN and he has 11 3bet (which should be higher from BTN and even higher against CO).

OTF I like the check/call.

OTT I would lead and stackoff.

Once both checked turn I would check/call river.

I would checkraise the flop to $19 then shove the turn. If villain does have aces he will just check the turn and fold the river to a bet so I would rather shove myself so that villain doesn't get a freecard when I am ahead.

If villain does show up with a full house on the flop then it's just a set up and nothing can really be done about it.

As played, river is a fold as A7 is never good here, this is never a bluff or trips from villain.
