On the Flop I've got a double-edged position, my flush draw and my low draw aren't to the nuts. Can I bet for value?

If you check the flop, everyone will know exactly what you have (a busted A2 with a weak high), so a bet is preferred to hopefully thin the field. If nobody folds then you just give up on the turn.

If you get checkraised then it depends how many other people come along for the ride as to whether you can call or not. Anything more than 2 opponents to the turn and you should fold.
