Isn't this a fold to a bet preflop?

Known players:
[tg]Hero$2,62:///////;BU$4,97:///////;BB$2,70:///////;MP3$9,25:///////;SB$8,13:///////;[/tg]
0,01/0,02 No-Limit Hold'em (5 handed)
Hand recorder used for this poker hand: PokerStrategy Elephant 0.50 by www.pokerstrategy.com.

Preflop: Hero is CO with A♠, 9♠
MP3 raises to $0,06, Hero calls $0,06, BU calls $0,06, SB folds, BB calls $0,04.

Flop: ($0,25) T♥, A♦, 5♠ (4 players)
BB checks, MP3 checks, Hero bets $0,20, BU raises to $0,40, 2 folds, Hero calls $0,20.

Turn: ($1,05) 9♥ (2 players)
Hero checks, BU bets $0,52, Hero raises to $2,16 (All-In), BU calls $1,64.

River: ($5,37) 5♦

Is the play postflop fine?

I'd fold preflop. Postflop I'd play like you did, if BU isn't a very good player he probably has Ax, if he's tight I think you could consider folding on the flop, but you still got implied odds to call I guess. In case he's tight I'd only consider 3 outs for another 9 though, which gives you pretty bad odds. Consider you could make him call your chips you get 15:1 implied odds, and you only need like 13:1.
