I wouldnt bet F , hes not likely to call worse of fold better , and there are only 2 overcards he might hit so you dont need to 'protect'.
Id bet T abit bigger , since i dont think hes ever folding Kx , and sometimes even calls Jx hands 
I like betting the flop. If he's a calling station he's calling a ton of 7x hands, and even stations will raise top pair so we can bet for value here. Especially since 7x is such a large part of a fishes limping range (47, 57, 67, 78, 79, 7T, etc etc).
You can't get much more value here really, he hasn't shown a lot of strength so the most we can hope for is a call down from 7x or Jx.

You are not missing value from 7x tbh , since you can't vbet multiple streets
In my experience with low limit HU SnGs, we can definitely get multiple streets of value out of 7x here. Against stations in the past i've had 3 street call downs with A high and K high hands.

If so then you might be missing value , but you kinda have to be terribad to call down 3 strees with Ahi Khi , so i'd not expect this ,even on the lowest of stakes but if really so , bet F for value indeed:)
Def flop bet vs stations. Not only they call down 7x 3 streets, but also they don`t fold gutshots vs flop bet.
