This morning I was thinking:
if only regs are left, regs don't like and they leave. So lets say its close to 0 players at the network.
But is it the same when the network has just been created? There is also 0 players. But the network is not dead - it is born.
So we could say its reborn when all players leave it 
Not really, because if I left a website (poker room), and they have 0 people I wouldn't return.. HOWEVER if a new website is created I would join it to try it out.
