I'd probably fold preflop especially OOP. If you wanted to play back, you could 4bet bluff.

After calling you have to call most flops even if you miss. With top pair and open ender you should never fold to 1 bet. I would usually opt for check-call rather than donk to keep opponents range wide.

Betting the turn is fine but sizing is very important. With a full size bet you shouldn't expect to get called by worse. It would be better to bet $1.40 or so, protect your equity, while increasing the chance that you get peeled light. Checking would also be fine.

Best option on river is to check. You are rarely getting called by worse here.

Sometimes I make assumptions when I see certain things. It's not often I see hands where players flat 3bets OOP with QTo ♦. Probably won't be winning long run play - but you have a blocker and could 4bet bluff.

I think it's a pretty decent option if villain is 3betting wide.

Generally speaking there are very few situations where flatting 3bets OOP is good. There are one or two specific situations where it is the most +EV line, but mostly it will be better to 4bet or fold.
