NL10 99 flop/turn spots - turning my hand into a bluffcatcher

MP3 was 37/19/4 over 63. AG% - 54 (56/64/33).

FLOP
I don't have much value in the cbet (worse hands I will be called by are mostly draws and sometimes lower PPs).
I decided to turn my hand into a bluffcatcher as the guy seemed rather aggressive on flop and turn.
My plan was to x/c on safe F and T and x/f R (based on the assumption that people in NL10 are not good enough to make 3 barrel bluffs).

When the guy bets so small I carry out my plan. If the bet was 3/4+ I may have chickened out.

TURN
Carrying on with my plan. Again, if the bet was 3/4+ I may have chickened out.

RIVER
7:c complete flush draw and potential T9 so my plan was to x/f.
Villain's AG on the river also seemed low so I doubt he ever bluffs here if he bets.

Hello,

I don't really like it here.
Villain has a lot of better hands in his range, also there are almost none turn cards that we'd like plus I am not really sure if he bluffs with this sizing.

As played, I am a little bit torn between betting the river and check/folding, but I would rather take a safe route and just give up.
