Can't import files gives me this error

Import beginning
2008/09/02 20:49:58: Unable to begin import process. Reason: Unable to login to database (PT3 DB). Reason: could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connections on port 5432?

I didn't do nothing i just wanted to import hands after a session and it gave me this error

Was it running ok before or was this your first try to import hands after you installed it?
