If villain is opening preflop more than 15% of the time then I think it's fine to 3 bet sometimes here. However if there are fish in the blinds I prefer calling since these are the people who will pay us off if we hit a set so we don't want to force them out of the pot preflop with a 3 bet.

Yes. Double suited double pairs can call a 4b even tough they are not connected.
