like 20bb and below short....

Learn to play better and dont get shortstacked in the first place? 
PLO is a terrible tournament game because the hands run so close together you're always going to have correct odds to try and steal the blinds. I would say loosen up and try to get yourself back in the game by stealing a lot and stacking off. Play hands that have more equity against AA when you do try to steal (avoid hands like JJ/TT but play 3568)
