Just flat preflop, he's not the type that gives you much value when he opens UTG and you 3bet. Against him I would practically not have a 3bet range when he is UTG.

his fold to 3b is 47%,why not 3bet for value?
He only plays back with maaaybe QQ+, AK but likely KK+. That's not getting value from him, you just making him fold a lot of worse hands. When someone starts with 8% UTG range it's generally not a good idea to have a 3bet range against them, especially UTG vs MP.
