Preflop agains fish I'm going for a thin value 3bet. Flop is standard chek/back, and for that reason I thought to call turn and a decent bet on the river. However , when he pots me 2 strets I think I am behind and I decide to fold.

For me I do not like this 3bet. He has only 10 pfr i think you can be easily dominated by AQ/AK/KK/AA and you will get tough spots postflop. Depends on how big fish he is, calling preflop is fine but against 10% pfr range when he opens from utg 4bb I would even consider folding preflop.
