IMO, he seemed like a person aware of the bubble factor and knew there was a short stack about to bust.
To me, his min raise seemed like some A-x, pocket pairs, or some decent hand not willing to commit his whole stack because of the short stack.
If he's min-raising 22+,A8o+,a8s+, K10s+, Jto, J10s, Qto+, KTo+,QTs+ and calling really tight because of the bubble factor then k7o is +EV.
