Preflop: Hero is MP with K T
Hero raises to $0.35, 2 folds, SB calls $0.30, BB calls $0.25

Flop: ($1.05) 3 9 7 (3 players)
SB checks, BB bets $0.50, Hero raises to $1.50, SB folds, BB calls $1
Now I would call his donkbet to keep the other guy in the hand.

Turn: ($4.05) 5 (2 players)
BB checks, Hero bets $2.50, BB calls $2.50
As played is this a check back, because there isn't much FE on 9x, 7x hands? Or bet because of implieds odds and pot building and having fold equity vs small part of his range like A3? Thanks

River: ($9.05) J (2 players)
BB checks, Hero checks

Preflop: looks fine

Postflop: Given that the other player is also a fish I think we can just call that flop with our draw.

As played I agree that betting turn without planning to bet the river even when missed is not the best play.

What river cards are you planning to bet as a bluff? A, Q, J?

Pretty much, plus K or T for value along with the hearts.

I'd bet 2/3 pot.
