The reason you don't raise on the flop is because he will fold draws or small pairs to anything but minimum checkraise.
Your hand isn't quite strong enough to check/raise the turn imo, and the Q brings some new draws. Also if he lead with KQ air type hands, he might have a pair now.
I lead the turn, and ofc lead the river if he checks back the turn after you decided to check.
For balancing purpose you might want to raise the flop, because you will do so with hands like 78o and some part of your range. That's not very important tho.
Standardline would be bet flop bet turn, c/c river. The thing is, fish will never fold 88 99 TT, probably not even smaller pairs on that board.
If you bet flop and turn and he calls both streets and you check to him, his range will almost never be twopair+, but often busted draws or smaller pairs. Depending on his showdownvalue and his skill he will bet quite a few worse hands like worse Aces or 46, 67.
I´d bet Flop, bet Turn, c/c River or bet Flop, c/c Turn, c/c River.
Which line i choose depends on villain. If i think he wouldnt call 2 barrels light i would induce a bluff with a check on the turn.
