I don't hate 3betting but generally KQ is strong enough to call and play postflop, especially in the BB. 3betting is probably better here since the guy is fishy.

As played it looks okay - the main thing is that you could bet-bet-bet and have his stack all in by the river. That being said, given that his stack is relatively small I would bet bigger on the flop and try to be all in on the turn.

I like 3-betting pre-flop for value, since he would most likely call with worse Kx, Qx hands and once you hit your tp you can go 3 streets for value.
Since he would call you down with KQ/KJ and sometimes worse Kx hands I like your turn bet (I would made it a little larger 22bb) and easy shove on blank river
