What does he rep though? When he check/jams river after checking twice basically only 3 combos of 88, as well as I did not bet the flop so I look rather weak. When I look weak why would he c/r for value when it is very likely I will just check back something like TT? The whole river situation seemed very strange to me and made no sense.

Reason why I did not bet flop is because I feel in a 3b pot my hand only can get 2 streets of value vs unknown (now I know hes fish for sure but didnt at the time) and betting turn and river makes my hand look weaker. Flop isn't drawy so I saw no reason to be scared of giving free cards.

He could easily have two pairs or better and in general people at these stakes don't bluff in such spots a lot so you are going to end up paying him off most of the times.
