Hello,

I would 3bet preflop.

As played, his range for raise/shove here should be rather strong so I would be inclined to fold after the shove.

This is one of my first reactions on a hand, so for starters: sorry if anything I say here is crappy :f_cool: But this is how I think about it:

Preflop I would definitely 3bet QQ, unless you have a very good read on your opponent.

On flop: Cbet seems okay as I don't think he will cbet a lot with a decent opening range on this board. His raising range on this flop need not be too strong (he simply might not give you credit for donking) and can still have a lot of weak draws so I beleive you can reraise. However I think this should be a reraise/fold when he re-reraises (even if he doesn't shove because you will end up all in anyway).
You need around 35% equity to call his shove and I don't beleive you have that against his raise/shove range. I guess his range is like:

combo-draws: QJs A9s
pocket pairs: 77+ (with probably exception of 99 and QQ)
and maybe 78s, AKs or a very loose 9Ts

A quick check with equilab gave you around 30%, so not enough equity
