Preflop: I think that in this case we need a bit more information.
How much has he been 3-bet so far and how did he react? Have we played aggro versus him (if it's zoom type tables this information would be less relevant on such a small sample)?
How are BB and SB like? BB seems fishy (stack size).
So after examining all the info we can make a decision but I would lean more towards either a fold or 3-bet bluff, and lastly a call.
he's been 3bet twice and folded both times
sb is 23/21/10 over 157 hands somewhat aggro pre and postflop
and bb yeah looks fishy because of stack size and his stats look kinda tight
I would mind a 3-bet then here. It's either that or a fold given the information we have.
