Preflop: looks fine

Postflop: I would bet bigger on the flop. Anything that ck/calls there can ck/call more.

As played what was the plan for the river? He could be block betting there or betting a better hand (as fish often do).

So I think I prefer raising or f olding here. Raising would allow us to get thin value from his pair + draw (and he has many) while allowing us to potentially seeing a cheaper river.

So let's say we raise to $1.50 we invested only $0.94 more. But if we call the pot is $1.92 so he can easily bet more than that 0.94. Also if we get 3-bet we have a super easy fold.

after thinking about your assessment i'm thinking now that maybe turn raise is better since i'm most likely folding that river if he leads and i don't think i like folding turn since i have top pair and often times donk bets are weak (usually on the flop though, i'm not sure about turn donks).

raising for cheap river does sound good plus we don't know if he is going to bet river and yeah as you say it could easily be over 0.94

It's not a raise for a cheap river really. The cheap river is a benefit of the raise (although some fish donk/call and then donk again) that can have many benefits: light value, protection.
