I feel not confident in playing medium strong hands after a raise oop. I think calling is not really an option, cause if you hit your queen or so, you can easily be dominated having no clue about his range. So, is it best to either raise or fold here preflop?

Once you 3-bet imo you have to shove on that board.
You might have the best hand and you also have some fold equity.
