Preflop call is fine.

Flop flat-call is good here.

Theoretically we should have a turn bluff range. In practice it's often not that necessary at these limits. We want to avoid folding out a ton of equity vs a 3bet though so it's a good idea to raise the weaker draws that are an easy fold vs a 3bet, or the high equity hands where we clearly get the odds to call.

Even if we flat turn here we don't necessarily lose the ability to bluff since opponent may check river to us.

Also this guy is just not barreling turn that much, his range can easily be strong, so flatting turn is likely superior here.

Generally up to a point, the weaker our draw is while still retaining nut potential, the better it is to raise.

TJ is closer to a raise on a Q97ss compared to a Q97r where it's nearly always a flat. It's not a mandatory raise on the Q97ss but it's a pretty decent play. Something like 68:s on the Q:s9:h7:h is a not weaker and much better as a raise or fold type of hand. In other words it's still ok to flat some draws on drawy textures.
