Hi,

raise/call turn is imo better options.
he is either bluffing or raising for value. And besides some Qx hands I don´t think he is going to raise/call one pair hands.
So if you get called you´re always behind. If you b/c flop then you give him option bluffing on the river. If player is raising turn one pair hands for (showdown ) value, then 3-betting seems fine. 22$ all-in seems too big. I would make it rather 12$ and then shove most rivers.
