What is the best line here? It's quite hard to imagine villain stacking off with worse once we squeeze vs. 3 opponents. Calling villains 4bet might be a better option?

If villain is never 4bet bluffing you,

1. Your 3b strategy is bad and contains too few bluff hands
2. Maybe he's a huge nit

This looks really standard to me. He is certainly on the tighter side but his high 3bet % might indicate that he is the type of player to play extremely aggressively preflop. Of course sample is small and insigificant but this is a really good spot for you to attack pretty often with stuff like AT/AJ/KQ and maybe some weaker hands. I don't see why you think CO is going to be incapable of bluffing here.
